Dear Mr./Mrs. General Director / General Manager, Dear friend of cartography, The International Cartographic Association (ICA) will soon celebrate 50th universary of its existency. The relationship between the (ICA) and National Mapping Agencies (NMAs) around the world has been remarkable since the founding of ICA in 1959. There are many matters and issues of mutual interest. The responsibilities attributed to NMAs refer directly to topics relating to cartography and geographical information. Cartography in most NMAs refers to the production of maps and capture of geographical data, and a relationship to near disciplines such as topography, photogrammetry, remote sensing, data processing, global positioning systems, update of information, management of cartographic numerical bases and of geographical information systems. There is evident coincidence between above mentioned topics and those included under the different commissions and working groups of the ICA. These address education and training, incremental updating and versioning of spatial databases, national and regional atlases, mapping from satellite imagery, spatial-data standards, ubiquitous mapping, visualisation and virtual environments, maps and the internet, generalisation and multiple representation, and the quality and uncertainty of spatial data. ICA has always nurtured ongoing interchange between world experts from all sectors within which cartographic activity is pursued. It has established a real, international and updated global network for exchange of technological knowledge between experts in cartographic matters, and of geographical information. The ICA commissions have taken a leading role in fostering relations between staff responsible for technical projects in the NMAs and within the international field of ICA activity. Many NMA employees have contributed to and benefited from their membership of ICA commissions and working groups. ICA serves as the main forum, open to all countries of the world, within which NMAs may find a platform for dissemination of their own technological developments in the fields of cartography and geographical information, and evaluate their projects in relation to those of other countries. ICA can put professionals developing activities within academic, company or public-administration sectors, as well as those in regional organisations, in contact with NMA professionals all over the world. In addition, ICA offers NMAs an outstanding opportunity at the International Map Exhibition to show maps realised in years preceding conferences, and to win international recognition through one of the prestigious ICA awards given to the best of them. Executive Committee of ICA has a feeling we have good cooperation also in present but we feel a lot of new possibilities of cooperation and intensifying our discussion, sparing of know how from different parts of the World, using best practicies and give together our knowledge to solve serious problems of our Planet by means of cartography and geoinformatics. ICA would like to progressively enhance cooperation with NMOs (MAs) and give new content to the traditional collaboration and cooperation between professional cartographers and geoinformation specialists. Coming ICC 2007 in Moscow will be good oportunity to analyze, discuss and appoint main topics of fruitfull cooperation. Main task of such meeting will be discussion about possible influence of ICA on everyday professional life of NMOs and vice verse possible request of NMOs on ICA. ICA is in discussion with representative of GOOGLE to give a speech on possible potentials to use this tool for NMOs/NMAs. Meeting which will be organized by ICA in cooperation with host conference country Russia is planned for Wednesday, August 8th. (10,00-14,30). 14th General Assembly ICA Dear National ICA members On Saturday August 4 (09-17) and Thursday August 9 (09-12), 2007, the 14th General Assembly of the International Cartographic Association will be held in Hotel Cosmos in Moscow, Russia, the site of the 23rd International Cartographic Conference (ICC). During this General Assembly the new 2007-2011 ICA Executive Committee will be elected, as well as new commission chairs and there will be a vote on a change in the statutes. There will be a proposal for the 2007-2011 budget. According to the statutes, all member states have to hand in a national report about national developments in cartography and GIS in their country. These national reports should be available prior to the ICC Until the deadline of March 4, 2007 member states can propose candidates for: - ICA president, Secretary-General and Vice President (only one representative from each member state may serve on the executive committee simultaneously) - ICA commissions, commission chairs and their terms of reference (when a commission is proposed, this proposal should also contain its terms of reference and a nomination for its chairperson) Prior to the General Assembly the ICA Secretariat should also be informed about the names of the delegates each member state will send to the GA, and who will be supposed to vote on behalf of their organisations. The ICA secretariat will send out more detailed information on the General Assembly (agenda, minutes of the previous meeting) in the coming months, and the names of the candidates proposed for the EC or for commission chairs will be incorporated with their relevant CV's and views on the ICA website, as soon as they come in. Minister of Transport Mr. Igor Levitin has noted that a previous International Cartographical Conference in Moscow took place more than 30 years ago (in 1976) and carrying out of the conference in 2007 is an important sign of recognition of the country cartographical branch accomplishments by the world community. Dr. Alexander Borodko, Head of the Federal Agency of Geodesy and Cartography of the Russian Federation has delivered a report on the work of the National Committee of Cartographers of the Russian Federation performed on preparation of the ICA 23-rd ICC and 13-th GA in Moscow. The Organizing Committee has approved the Russian National Committee work in the given direction. Having considered a draft plan of carrying out the ICA 23-rd International Cartographic Conference and the 13-th General Assembly in Moscow, members of the Organizing Committee have put forward a number of proposals to the draft plan and have approved the draft plan of preparation works. The Organizing Committee has decided to elaborate the draft plan of preparation and carrying out the ICA 23-rd International Cartographic Conference and 13-th General Assembly in Moscow and to submit it for approval to Minister of Transport of the Russian Federation Mr. Igor Levitin. The next session of the Organizing Committee is planned to have place in the middle of March, 2007.
